An engineered system has a purpose, goal or end. An engineered system is a teleological subject. In an engineered system, structure is defined in abstract before the system exists in fact. This abstract structure is what might be called a plan.
If a plan has structure, boundaries, functioning and purpose, it can be considered an engineered system. Structure, boundaries, and purpose in the asserted definition of a plan seem fairly straight forward; but how does a plan actually “function”.
A plan “functions” (externally into it’s environment) by acting upon agents capable of following the plan. These agents use the plan to help prioritize their activities towards the actualization of the planned system (or their actionable part of it).
